The need for computerized energy analysis programs has been well established. Numerous programs are available today to assist the energy analysis engineer. Certification of these programs is proposed to provide the engineer with programs that are confirmed to be technically sound.

The positive aspects of a certification program are discussed. Included is the increase in confidence of engineers in computer programs and the reduction in the time an engineer invests proving his choice of programs.
The negative aspects of a certification program are also discussed. Included is the stifling of innovation, the cost to the author of the program, and the increase in bureaucracy.

The existing certification program in the State of California is discussed, and some alternatives to certification of programs are proposed.
